Efforts are ongoing to establish new dimensions in film production in the state of Uttarakhand. The natural beauty, rich cultural heritage, and scenic tourism spots of our state make it an ideal location for film shoots. With the snow-capped peaks of the Himalayas, lush forests, and historical sites, Uttarakhand offers a diverse range of backdrops for filmmaking. Several new filming destinations have also been developed in the state, offering excellent connectivity and improved accommodation facilities.

In a significant step, the state government has implemented the Uttarakhand Film Policy 2024. Under this policy, films in Hindi and other languages listed in the Eighth Schedule of the Indian Constitution are eligible for a subsidy of 30% of the total expenditure incurred in the state, up to a maximum of 3 crore rupees. To promote films in regional languages like Garhwali, Kumaoni, and Jaunsari, special subsidy provisions have been made to encourage quality film production in local languages. For films in regional languages, the subsidy is 50% of the expenditure incurred in the state, up to a maximum of 2 crore rupees. Our film policy also extends this 30% subsidy, up to 3 crore rupees, to foreign films and films with a budget exceeding 50 crore rupees. In addition, documentaries, OTT releases, and web series are also eligible for subsidies under this policy. These measures aim to strengthen the film production ecosystem in the state and attract more producers and directors to Uttarakhand. A single-window system has been implemented to streamline the permit process for filmmakers, making it simpler and faster.

We are also committed to training and nurturing new talent in the field of filmmaking. Under this new policy, we are building a comprehensive ecosystem focused on ‘3Ts’—Talent, Technology, and Training—which will not only attract filmmakers but also provide unique opportunities for local artists and technicians. The film and service sector policies include plans for establishing film cities, film institutes, new shooting studios, post-production houses, and cinemas to promote film and media.

The state government is fully dedicated to supporting all aspects of film production and advancing this industry. I am confident that Uttarakhand will emerge as a prime destination for filmmakers from around the world, showcasing its beauty and diversity on the global stage.
